Amber Crouch
Amber E. Crouch is the general counsel for the Arkansas Securities Department (“ASD”). She worked as a staff attorney from 2010 to 2016 and returned to the ASD in November 2021. She is active in the North American Securities Administrators Association (NASAA), has served on its Broker-Dealer Operations Project Group twice, a group she co-chaired in 2016, and as the vice-chair of the Broker-Dealer Section Committee since 2022. Crouch maintains qualifications as a general and municipal securities representative and principal and compliance officer. Prior to returning to the ASD, Crouch was the regulatory counsel and senior compliance officer for a Little Rock-based investment firm from 2016 to 2021. While in the industry, she was selected to serve on the Financial Industry Regulatory Authority (FINRA) Fixed Income Committee. Before attending law school, Crouch worked for the United States Senate for five years.
Crouch graduated from the University of Arkansas at Fayetteville with a Bachelor of Arts in Psychology and the University of Arkansas at Little Rock Bowen School of Law with her Juris Doctor, with honors. She is the president of the Quapaw Quarter Association, the historic preservation non-profit for greater Little Rock, and on the Alumni Board of the Bowen School of Law.
